Abstract: 

The Qur’ān is the eternal miracle of the Prophet Muhammad and the most important resource for guidance in Islam. Its guidance encompasses everyone and everything, including the fields of Islamic, human, and natural sciences. This paper aims to examine the areas of scientific authority of the Qur’ān and aspires to study why and how the Qur’ān is an authority in these areas.     In this paper, it becomes evident that the Quran is effective in various fields of science, including in the field of foundations of Ontological, epistemological, anthropological, value-cognition, and general and specific goals of science, as well as in the field of principles and methods of creative sciences. Furthermore, the influence of the Qur’ān in the fields of Islamic, human sciences, and natural sciences is different. The impact of the Quran on the fields of science can lead to the production of Qur’ānic-based sciences.      This article uses the descriptive research method, valid methods of Qur’ānic interpretation, and the analytical method along with Futurology (for the development of human sciences and the formation of desirable Qur’ānic human sciences).

Abstract: 

One of the basic and vital pillars of human life is the style and manner of living, which covers various aspects of human life, and on the other hand, organizing and reforming this part of life based on the teachings of revelation is one of the important goals of the mission of divine prophets. On this basis, the universality and immortality of the Holy Quran requires that it expresses the needs of this aspect of life and provides what causes the evolution and happiness of mankind, and is a reference in presenting the lifestyle. Therefore, in the present study, an attempt will be made to answer the question whether the Holy Quran can have a scientific authority for lifestyle.Research method: This research is descriptive-analytical and data collection is library-based.Findings of the research: Quran is one of the holy books that has given the way of life and the correct way of living to mankind.Conclusion: review and analysis of the verses of the Holy Quran such as; Verses showing the authority of revelation, verses containing words indicating lifestyle, verses showing the completeness of the Qur'an in guidance and how to live, verses indicating following the lifestyle of the prophets, verses indicating the necessity of referring to revelation, verses related to lifestyle in the areas Individual-familial and social, verses indicating a pure lifestyle, verses indicating the lifestyle of good believers and verses indicating the lifestyle of criminals, show that the lifestyle can be extracted and deduced from the Qur'an. Quran also has the capacity to be placed as a scientific reference for lifestyle.

Abstract: 

Scientific authority is one of the keywords that are frequently used in upstream documents and macro policies of science, technology and innovation of the country, but usually appropriate evaluation indicators of its measurement are not transparently presented. Approval of the executive regulation of Iran's science, technology and innovation monitoring system in the Supreme Council of Science, Research and Technology (CSRT) in 2017 is a turning point in Iran's science, technology and innovation system. However, due to the soft nature and complexity of the fundamentals of the Humanities, monitoring and evaluation of science, technology and innovation in this field has been accompanied by difficulties. Therefore, setting a framework for the indicators of scientific authority evaluation in the Humanities is more important than ever before.From the perspective of the purpose, this paper seeks to provide an appropriate framework for monitoring and evaluation indicators of educational, scientific and developmental authority of the Humanities using upstream documents and related international experiences.In reviewing the background of the research, this section includes two subdivisions including the International Monitoring and Evaluation of Science, Technology and Innovation Experiences in the Field of Humanities (in which the experience of the American Academy of Arts and Sciences, International Social Science Council, European Commission, British Academy and the Royal Netherlands Academy of Arts and Sciences have been studied in the field of Humanities monitoring), as well as analysis of upstream documents related to the research (General Policies of Science and Technology Announcement of the Supreme Leader, Science and Technology Roadmap, Document of the fundamental transformation of education and also Document of the Islamic University) that the results extracted in accordance with the executive regulations of the system of monitoring and evaluation of science, Iran's technology and innovation has been examined.The research method in this paper is applied in terms of type, its basic strategy is qualitative and descriptive. For this purpose, both primary data (policy documents, reports, and international dashboards) extracted from study sources and secondary data (holding 8 expert panel meetings and structured interviews with 5 selected members of panels) have been exploited.In order to examine the findings, indicators derived from the analysis of relevant international experiences and policy documents (background review) following the executive regulations of Iran's science, technology and innovation monitoring system which includes eleven criteria have been investigated.According to the specific topic of this article, which is the explanation of the indicators of monitoring and evaluation of educational, scientific and extension authority of the Humanities, four categories of the mentioned regulations including a. general and professional education, b. higher education, c. scientific publications and d. promoting science, technology and innovation are considered.In the final section, the final framework of the indicators of educational, scientific and extension authority in the field of Humanities is summarized in the following four categories:General and professional education of Humanities (including quantity and quality of general and professional Humanities education);Higher education in the Humanities (including the quantity and quality of higher education in Humanities);Scientific publications of Humanities (including publication of books, quantity and quality of research, and quantity and quality of scientific articles in the field of Humanities);Promoting science, technology and innovation in the field of Humanities (including publications (magazines, and public books), events (specialized exhibitions, conferences, etc.), cyberspace (including databases, social networks, etc.) in the field of Humanities and promotion centers);The novelty of this paper's compared to the previous studies is considering Iran's peculiarities in monitoring and evaluating humanities toward attaining scientific authority. We also note that achieving the desired results in evaluation and monitoring of the status of scientific, educational and extension authority of the Humanities depend on cooperation and unity of procedural practices of the trustee organizations and institutions. It is expected that responsible entities, while executing their responsibilities, collaborate in collecting and analyzing relevant data to minort and assess scientific authority of humanities.

Abstract: 

Undoubtedly, scientific authority is one of the prominent aspects of scholarly and practical adherence to the Holy Quran, and Quranic scholars have explored it from various perspectives. It is essential to examine what prerequisites and specific foundations this authority entails and what impact it has on the Quran’s scientific authority. Among the key foundations of the Quran’s scientific authority are: the comprehensiveness of the Quran, its timelessness, its responsiveness to the fundamental needs of contemporary individuals and society, and the inseparability of the Quran from the Ahl al-Bayt, the true interpreters of the Divine Book. This study aims, through a descriptive-analytical method and library research, to examine and analyze these mentioned foundations. The objectives of this research include establishing the scholarly infrastructure necessary to realize the Quran’s scientific authority, institutionalizing the Quran’s authority in the process of knowledge production and the content of sciences, and grounding both micro and macro socio-epistemic systems in the teachings of the Quran. Promoting a culture and creating conditions for the informed reliance of socio-cultural actors on the Quran, as well as providing structured access to benefit from the Divine Book in scientific disciplines, are among the major outcomes of this research.

Abstract: 

Competition in obtaining scientific authority and effective influence on other countries, with the tools of science and technology, and especially in the form of scientific diplomacy, is a topic that has been taken into consideration by most countries of the region, especially the Islamic Republic of Iran and Turkey in recent years. Accordingly, the present paper poses the main question: "How do Iran and Turkey exploit the capacities of scientific diplomacy to achieve scientific authority in the Middle East? Abstract: 

The scientific authority of the Quran, meaning the guidance and direction of structured human sciences by the Quran, can play a significant role in the advancement of sciences, ultimately leading to the production of beneficial science free from harmful consequences and contributing to the establishment of an authentic Islamic civilization. However, the question arises as to whether narrations support the theory of the Quran’s scientific authority and whether the Fourteen Infallibles’ perspective on this matter is favorable. This study aims to examine the narrative evidence for the scientific authority of the Quran using a descriptive-analytical method. In this paper, we establish the Quran’s scientific authority based on six categories of narrations: narrations on the comprehensiveness of the Quran, narrations on presenting hadiths to the Quran (Hadith al-‘Ard), narrations on the Quran’s association with the Fourteen Infallibles, narrations indicating the Quran as a source of light and guidance, narrations affirming the Quran’s perpetual relevance throughout all times, and narrations providing concrete examples of the Quran’s authority in the statements of the Ahl al-Bayt (A).

Abstract: 

This study aimed to identify and analyze practical strategies for achieving scientific authority in the fields of science and technology through the perspectives of national experts. This research utilized a qualitative design grounded in an interpretive paradigm. Data were collected through semi-structured interviews with 13 purposefully selected participants based in Tehran, including university faculty, policymakers, and research administrators. The interviews were conducted until theoretical saturation was reached, ensuring the depth and completeness of data. All interviews were audio-recorded, transcribed verbatim, and analyzed using thematic analysis with the assistance of NVivo software. The coding process involved open, axial, and selective coding, and data credibility was enhanced through member checking and peer debriefing. The analysis yielded four major themes: policy and governance structures, capacity building and human capital development, infrastructure and ecosystem readiness, and cultural and social foundations. Within these themes, several subthemes emerged, including strategic policy alignment, talent retention, research infrastructure, and scientific mindset promotion. The findings reveal that scientific authority is not a product of isolated interventions but results from systemic integration of governance, ethics, international collaboration, and societal support. Furthermore, the study underscores the importance of aligning national priorities with scientific capabilities and fostering aresearch culture rooted in inclusivity, transparency, and performance-based evaluation. Achieving scientific authority requires a multidimensional and coordinated approach encompassing strategic policy reform, investment in human and infrastructural resources, ethical integrity, and cultural transformation. The study provides actionable insights for science policymakers and institutional leaders aiming to strengthen national scientific legitimacy and global impact.
